The Planning Section develops preparedness, protection, mitigation, response and recovery plans and provides planning guidance to local and tribal governments, based on federal and state grant guidance and applicable laws.
Local, Tribal and State Emergency Operations Plans (EOPs) establish direction for a systematic, coordinated approach to preparedness for, response to and recovery from emergencies and disasters occurrring within the state. The EOPs describe the policies and procedures for coordinating support and are designed to be consistent with the National Incident Management System (NIMS).
State level planners provide technical support to 53 counties, four tribal nations and two cities. Additionally, they collaborate with more than 50 state agencies to revise the State EOP. The plan incidents a number of Mission Area Operations Plans (MAOPs) including; response, recovery, and mitigation. In addition to NIMS, the plan takes into account standards of the Emergency Management Accreditation Program (EMAP), the Department of Homeland Security's Core Capabilities and other mandates, as applicable.
The NDDES Mitigation Planning Hub is where State, Local, Tribal, public, and private stakeholders can review and provide comments on the State of North Dakota's Enhanced Mitigation Plan.
NDDES and the State Hazard Mitigation Team, comprised of over 100 public and private organizations, recently conducted a risk assessment and identified actions necessary to lessen the impacts of hazards and threats to North Dakotans, updating the plan accordingly. This update reflects the continuous evolution of monitoring and response to changing threats and hazards in the State of North Dakota.
