BISMARCK, N.D. – Government organizations, cities, and private non-profits impacted by the 2023 December Ice Storms are invited to a virtual Applicant Briefing on February 29, 2024 from 10 AM to 12 PM CT, hosted by the ND Department of Emergency Management (NDDES).

The State of North Dakota was approved for a Presidential Disaster Declaration (DR-4760) due to damages caused by the severe ice storm in December of 2023 in Barnes, Cass, Dickey, Grant, LaMoure, Logan, McIntosh, Ransom, Richland, Sargent, Steele, Stutsman, and Traill Counties.

This disaster declaration opens the Public Assistance (PA) program which can provide up to a 75% federal and 10% State cost share for eligible damages to public infrastructure.

The Applicant Briefing is a required step to access funds through the Federal Emergency Management Agency’s (FEMA) Public Assistance Program and will give an overview of the PA program and describe what damages will be eligible, documentation requirements for submittal, and recovery environmental considerations. 

The Feb 29th briefing is intended for public officials responsible for managing recovery operations and receiving and accounting for federal and state funds. Attendees may include representatives from jurisdictional governments such as counties, townships, cities, tribes and eligible private non-profits. Auditors, public works directors, road supervisors and emergency managers are especially encouraged to attend.

Who is eligible: Government organizations, cities, and private non-profits located within Barnes, Cass, Dickey, Grant, LaMoure, Logan, McIntosh, Ransom, Richland, Sargent, Steele, Stutsman, and Traill Counties that experienced costs associated with the December 25-27, 2023 severe ice storm.
