Hazard Mitigation Grant Program
HMGP funds are available to significantly reduce or permanently eliminate future risk to lives and property from natural hazards. HMGP will fund qualifying projects in accordance with priorities identified in state, tribal, or local hazard mitigation plans and enables mitigation measures to be implemented during the recovery from a disaster. HMGP grants are only available after a Presidential Disaster Declaration has been issued within the State of North Dakota.
Specific application periods and grant performance periods are announced when a presidential disaster has been declared. All eligible jurisdictions and private not-for profit (PNP) entities may submit qualifying projects for HMGP grant funding. The qualifying project(s) do not have to be associated with the disaster declaration to be considered for funding. The parameters and deadline for HMGP grant funding are announced during applicant briefings when a presidential declaration has been received.
Pre-Disaster Mitigation Competitive Grant Program
The PDM grant program provides funds for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. Funding these plans and projects reduces overall risks to the population and structures, while also reducing reliance on funding from actual disaster declarations. PDM grants are part of an annual nationally competitive grant process.
Flood Mitigation Assistance Grant Program
The FMA program exists to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under the National Flood Insurance Program (NFIP). FMA grant funds can only be used to address flood mitigation and/or flood mitigation planning activities.
